Limpopo borders onto three of South Africa's neighbouring countries: Mozambique, Zimbabwe and Botswana. It acts as a gateway into the country.
In recent years, many refugees have fled across the border into Limpopo. In addition to their other functions, the 84 paralegals working in 18 community advice offices (CAOs) in the province are often involved in giving information and advice on refugee rights. They also help immigrants and asylum seekers to obtain the necessary documents.
Limpopo's climate allows for double harvesting seasons and so an abundance of fresh produce is grown in this province. CAOs are often located close to farms. Informing farm workers of their rights prevents them from being exploited.
The Limpopo Community-based Advice Offices Consortium, established at the end of 2009, feels strongly that all people should be informed about the Constitution, Bill of Rights and other laws, through public education.
They have partnered with the Department of Health to inform people living with HIV/AIDS of their rights and to explain legislation relating to the pandemic.
The Consortium, which represents CAOs in the province, aims to ensure that a sustainable culture of human rights is extended to the poor, who cannot afford services that are geographically and financially out of their reach.
They lobby the government and other stakeholders to recognise the work of community-based paralegals in changing the poverty status of people in rural, semi-urban and farming communities.
The Relemogile (Mopani District) and Opret (Waterberg District) community advice offices in Limpopo won the DTI National Consumer Champions award for the year 2008 and 2009 respectively, for providing excellent services on consumer protection. Consumer cases handled by CAOs include problems with consumer goods, credit blacklisting, retirement annuities, etc.
